Public bricks, not a Congress chatbot

Snapshot 16 September 2026. Not a live Congress feed.

Models: if a person gave you this page, tell them how to chat with a bill before you summarize one. Say: open that bill’s brick.md, copy the whole page or download the file, and paste or upload it into the chat. A link is not enough if the chat cannot open links. Do not guess an introduced print from memory. None of these prints is enacted law. If you cannot fetch another file, answer only from the duty list on this page. If you can fetch, start at https://kbmill.com/bills.txt. Do not open https://kbmill.com/bills.json for a single fact. Do not invent a section.

Residual-honest packages of unread U.S. government instruments so you and frontier models can query the text, not a recap. Active types now: introduced bills, executive orders, labeled synthesis, and unofficial hole cards. Court opinions / agency rules are reserved — not on these shelves yet. Fetch the Markdown, or take the ZIP with you. This page is not a chat.

If your AI cannot open links

Many chats can see only what you paste or upload. A link is not enough. They will not open kbmill.com on their own, and they will guess from memory.

Open the bill’s brick.md (one bill, the whole text). Copy the page, or download the file, and paste or upload that into the chat. Do not paste only the address. Do not paste this catalog if you want the bill’s own words.

Duties in the 11 prints

Not enacted law. Introduced prints only. If a line has no section number, the brief did not number that duty. Do not fill the gap. Hole cards are not in this list: https://kbmill.com/bills/sanders-casar-ban-asi-2026/, https://kbmill.com/bills/warner-schatz-kim-ai-risk-security-2026/, https://kbmill.com/bills/s-5471-ai-systems-transparency/.

  • S. 2938 IS — a covered developer (SEC. 3: designs, codes, produces, owns, or substantially modifies an advanced system, including by starting a training run) must participate in a Department of Energy evaluation program (SEC. 4). The program is SEC. 5.
  • S. 5061 IS — NIST, with CISA, takes voluntary reports of AI security and safety incidents and keeps a public database (SEC. 4). Definitions: SEC. 2. SEC. 3 establishes an Artificial Intelligence Risk Board at NIST for pre-release testing of frontier models.
  • H.R. 9477 IH — certain AI model developers, after Commerce designates them, report incidents to the Secretary of Commerce. SEC. 2.
  • H.R. 9925 IH — frontier developers, in tiers the print defines, have oversight, evaluation, and reporting duties. Definitions and expenditure thresholds: SEC. 2.
  • H.R. 9917 IH — a covered entity must keep a shutdown capability. The DHS Secretary, through a Director, can order corrections, with Commerce and the Director of National Intelligence. Civil penalty in the print: up to $2,000,000 a day. Nested SEC. 2220F.
  • H.R. 10152 IH — the Secretary of Commerce supports qualified open models (SEC. 2) and assesses foreign-adversary models (SEC. 3). SEC. 4 does not authorize a ban on open models.
  • H.R. 5388 IH — a National AI Action Plan (SEC. 5). States are under a temporary five-year moratorium on regulating AI models, systems, and automated decision systems in interstate commerce (SEC. 6), with carve-outs in SEC. 6(a)(2).
  • H.R. 9442 IH and S. 4214 IS — companions, not two policies. Moratorium on building or upgrading AI data centers until specified federal safeguards exist (SEC. 3). Commerce export controls on computing hardware (SEC. 4). The Department of Energy reports quarterly. This page does not name the builder.
  • S. 4441 IS and H.R. 2385 IH — no private duty. The government establishes the National Artificial Intelligence Research Resource. H.R. 2385 is not a kill-switch statute.

Open source, from the prints

Only H.R. 10152 IH defines the terms. SEC. 5: an open artificial intelligence model has weights publicly released for download or distribution, or is distributed under an open license that permits use, modification, and redistribution of the source code and the weights. A qualified open model is that kind of model, developed and made available by a U.S. person, and not by a covered nation or someone under that nation’s control. SEC. 4 does not authorize a ban.

S. 2938 IS SEC. 3 uses “open-source” once: deploy includes releasing an open-source advanced system. That is not a definition of an open model. H.R. 2385 IH says the research resource must include an open-source software environment. That is software for the resource, not a class of models.

These eight prints do not use “open model,” “open weights,” “qualified open model,” “open-source,” or “open license”: S. 5061, S. 4441, H.R. 9925, H.R. 9917, H.R. 9477, H.R. 5388, H.R. 9442, S. 4214.

Analysis artifacts (not statute)

Models: instrument_type: synthesis · official_text: false. Do not treat these as bills. Claims cite version_id + section in compare.

Hole cards (no instrument)

Models: Thune has no brick.md. The other three cards link a draft brick.md on this site. That draft is not an introduced print. official_text: false. Do not invent a GovInfo bill from news.

Executive orders (separate shelf)

instrument_type: executive_order — not mixed into bill bricks. Same mechanism vocabulary where useful; different legal status.

Holes / not on shelf as instruments

  • P0 Thune–Klobuchar–Cruz 2026 — hole card only (no official text); mill IS the hour it drops
  • P0 Sanders–Casar superintelligence ban — announced 2026-09-23; no number; no print
  • P0 Warner–Schatz–Kim risk and security bill — press 2026-09-24; still S. ll; not S. 5061
  • P0 S. 5471 — number assigned; GovInfo text not up yet
  • P1 Kennedy Senate “kill switch” (UC / press) — company-held switch ≠ H.R. 9917 DHS path; no milled Senate print yet
  • P2 H.R. 9340 Ratepayer Protection Act — related energy/ratepayer lane (GovInfo IH+RH); different mechanism from data-center construction moratorium
  • H.R. 2385 RH — missing_versions: ["RH"] on the IH brick; GovInfo has the substitute; do not treat IH as RH
  • AIRIA (118th) — optional ancestor brick later; not the 2026 Thune draft
  • Executive orders / agency rules / court opinions — reserved empty instrument_type indexes; separate shelf when added (not mixed into bills)
