**The number exists. The introduced print does not. An earlier office draft does.**

Congress.gov has S. 5471, sponsor Coons, introduced 2026-09-23, referred to Commerce. The text pane says the text is not available yet. GovInfo has no `BILLS-119s5471is`.

The Lankford PDF is SLC draft MUR26493. The file was created 2026-09-18, five days before the Congress.gov introduction. The face still says `S. ll`, and the date and committee lines are blank. It is not the introduced print.

On that draft:
